Retired Federal OSHA Whistleblower Investigator

I am Jeffrey B. Cedar, the owner and sole consultant of Whistleblower Consultant LLC. I am a retired federal investigator who served with the Occupational Safety and Health Administration's (OSHA) Whistleblower Protection Program. My professional background also includes service as a Special Agent with the Naval Criminal Investigative Service (NCIS).

During my federal investigative career, I served as a subject matter expert in OSHA whistleblower investigations and investigated allegations involving multiple federal whistleblower protection statutes.

Whistleblower Investigation Experience

My investigative experience includes whistleblower complaints involving workplace safety, transportation, financial reporting, aviation, railroad safety, and environmental protections.

OSHA whistleblower investigations may involve complaint intake, interviews, documentary evidence, protected activity, employer knowledge, adverse employment actions, and evaluation of the nexus; which is a causal link between the protected activity and adverse actions. The applicable legal standards vary by statute.

Professional Education and Public Discussions

I have participated in educational discussions about OSHA whistleblower investigations, including appearances in Ogletree Deakins' Safety Perspectives from the Dallas Region podcast series in July and August 2025. These discussions addressed aspects of the whistleblower investigative process and related evidentiary considerations.

Independent Whistleblower Consulting

Through Whistleblower Consultant LLC, I provide independent consulting and educational guidance concerning OSHA whistleblower complaints, workplace retaliation concerns, and federal whistleblower investigative procedures.

My consulting services draw on my previous federal investigative experience. As the owner and sole consultant, I work directly with clients to help them better understand investigative procedures and the issues that may arise during the whistleblower complaint process.
